WCEC Announces Kyle Wallis as New Chief Executive Officer

Wharton County Electric Cooperative (WCEC) has selected Kyle Wallis to serve as its next Chief Executive Officer. Wallis will assume the role on June 22, 2026, as part of a planned leadership transition following the retirement of current GM/CEO Gary Raybon.

Wallis brings nearly two decades of leadership experience in power generation, engineering, maintenance, asset management, and capital project execution, including work in both fossil- and nuclear-powered generation facilities.

He currently serves as Site Engineering Manager at NRG Energy, where he leads engineering, project and program management, predictive maintenance, and compliance support for a generation fleet totaling approximately 3,700 megawatts. His responsibilities include oversight of complex budgets, outage execution, and initiatives focused on reliability and operational performance.

Previously, Wallis held leadership positions at South Texas Project Nuclear Operating Company, including Maintenance Division Manager and Systems/Testing and Programs Engineering Manager. In these roles, he led multidisciplinary teams, enhanced equipment reliability programs, and guided station operations through emergent conditions.

Wallis earned a Bachelor of Science in engineering from Texas A&M University in 2001. He is active in civic and community organizations in El Campo and currently serves as an at-large member of the El Campo City Council. He and his wife, Andrea, have been residents of El Campo for 24 years.

The WCEC Board of Directors conducted a nationwide search before selecting Wallis to lead the cooperative.

Raybon will retire on June 30, 2026, after 42 years of service at WCEC. Appointed GM/CEO in 2010, he has led the cooperative through significant growth and operational change while maintaining a strong focus on reliability and member service.
